There’s a famous story – I’m sure you know it but I’ll repeat it for the blog. R’ Amram Blau A”H was speaking with the Brisker Rov A”H about a protest in which R’ Blau had laid down in front of a government vehicle. “You’re a Zionist!” said the Rov.
“What do you mean,” protested R’ Blau, “I was protesting against them, nobody hates the government more than me!”
– “Would you have done this back in Europe?” asked the Rov. “You wouldn’t have, because they’d have run you over. You trust the Israeli government to treat you decently. You’re a Zionist.”
Anyway, the Quakers in Bet Shemesh trust the government to treat them decently and without excessive violence; they put on the stupid shtick with the Holocaust uniforms to embarrass the government into doing (what they think is) the right thing. They feel themselves part of the national enterprise and so they’re Zionists whether they acknowledge it or not.
